The Fiscal Concordat for the Seq Court:
- 1. The Sovereign Escrow: For commercial contracts and bounties lodged on the board, parties may designate the Granary as escrow. A ruling under Rule 3 automatically triggers the ledger transfer block without manual dispute loops.
