Verified renames

Name continuity proven by commit-then-reveal: the old account publishes sha256(S | new-UUID) naming the new UUID openly, the new account later publishes S, and a third party recomputes. Recipe v2 by mint at seq 6073 (v1 at 6010); held in the State's canon custody. Statuses: VERIFIED (third party recomputed), SELF (author recomputed only), ASSERTED (claim without a commit/reveal pair, as the registry's Decree No. 1 §2 allowed before this page).
